Green beats Somebeachsomewhere by a nose

It was a decision not to put Elizabeth May on television that
ultimately made her the most compelling Nova Scotian of the year.

The leader of the federal Green party, who won a spot in the leaders
debates but no seats in the October election, was selected by editors
and readers of The Chronicle Herald as the newsmaker of the year.

The runner-up, an unaccustomed position for a horse that won 14 of 15
harness races in 2008, was Nova Scotia-owned pacer Somebeachsomewhere.

The Schooner Stables product won hearts, all but one of his career
races and more than $3.3 million in earnings for his owners.

He's now retired and will live out his days as a desirable stud.

Ms. May, meanwhile, will soldier on as a party leader with no seat in
the House of Commons, trying to build on the small gains she and the
Greens made in 2008.

The 54-year-old former director of the Sierra Club of Canada was
already making waves early in 2008 for her plan to challenge
Conservative heavyweight Peter MacKay in his long-held Central Nova
riding in an expected federal election.

And just before Parliament was dissolved, the Green party gained its
first MP when Blair Wilson, an Independent and former Liberal, joined
the fold.

But when that election was called and a group of television executives
said Ms. May would not be allowed to take part in two leaders debates
­ the New Democrats and Conservatives threatened to pull out if she
was allowed in ­ the snub provoked a backlash among citizens of all
political stripes.

In a letter to the editor of this newspaper, Sheila Rowe of East Ferry
wrote: "Elizabeth May and the Green party should be included in all
debates and should be given equal and unbiased media coverage. Keeping
her out is an affront to democracy."

Ms. May's exclusion from what was seen as an old boys' club, whose
members were Conservative Prime Minister Stephen Harper, then-Liberal
leader Stephane Dion, Jack Layton of the NDP and the Bloc Quebecois'
Gilles Duceppe, rubbed a lot of Canadians the wrong way.

The reaction was such that within days Mr. Layton and Mr. Harper
withdrew their objections to Ms. May's participation in the debate.
The networks then announced she could sit at the table.

Ms. May directly credited that swell of public opinion for opening the
door to the debate.

"This is a tonic for citizen engagement in the election process. This
says to Canadians: when you care about your country and you care about
democracy in a very non-partisan way, you can make change."

Pre-election polls showed the Green party running at 12 per cent as
Ms. May embarked on a cross-country whistle-stop rail tour.

Pundits agreed she held her own and scored some points in the debates.
Bluenoses were pleased she used that platform to raise several Nova
Scotia issues.

Come election day, the Green party took just under seven per cent of
the popular vote and was the only party to increase its actual number
of votes compared to the 2006 election. But that didn't translate into
a parliamentary breakthrough.

Ms. May lost Central Nova to Mr. MacKay by a wide margin and none of
the other 305 Green candidates won their seats.

"I'm not going to pretend I'm not disappointed . . . but we still
attained the highest level of public support of the Green party," she
said.

Toward the end of the year, Ms. May joined other opposition parties in
criticizing Mr. Harper's plan to cut government funding to political
parties. In the ensuing political crisis, she backed a proposed
Liberal-NDP coalition and said she would accept a Senate appointment
in order to play a role in a Liberal-led government.

Both fans and detractors nominated Ms. May as newsmaker of the year.

"She has stimulated curiosity where there was indifference, patriotism
where there was apathy and energy where there was lethargy," Kathy
Dodds wrote in an email.

Johnsiesta left this comment on thechronicleherald.ca: "Elizabeth May
sabotaged the Green party on behalf of the Liberals and is now
promoting herself as a Senate appointment from the Liberals (as an
obvious reward for stalling the inevitable growth of the Greens)."

Those who bet on the horse were uniformly glowing in their comments.
"It's Somebeachsomewhere, 'hands down,' 'going away,' 'in a walk,' 'by
a country mile,' as we say at the track!" wrote Paul Robinson.

Commentor scrowell said others in the news could learn a thing or two
from the colt: "He has proven himself with his actions without saying
a word . . . too bad our politicians would not take his lead and speak
more by their actions and not so much with their mouths!"

Many a reader thought Independent MP Bill Casey was a stud in 2008, too.

"The Right Honourable Bill Casey," Sailor Man said on
thechronicleherald.ca. "He is the only politician in Ottawa worthy of
the name."

And a reader using the name ABM (Anyone But MacDonald) wrote, "He is
the only person in Parliament today that has guts and determination to
say what is right for his constituency, his province . . . and
country."

Other newsmakers nominated by readers included Mr. MacKay, Halifax
Mayor Peter Kelly, Nova Scotian soldiers in Afghanistan and the
firefighters who battled blazes in the Porters Lake area.

Prominent crimes in 2008 prompted readers to nominate 12-year-old
murder victim Karissa Boudreau and her mother, Penny Boudreau, who is
accused of the crime, and Jimmy Melvin Jr., whose release from custody
in November set off a spate of shootings. The convicted drug dealer
was himself shot in early December.

In light of the serious escalation in violence between Israel and Hamas in the Gaza region and what appears to be an intractable political stand-off, the Green Party is calling for an immediate cessation of the violence and for leadership from "The Quartet"  (U.S., Russia, E.U., U.N.) to begin negotiations with all parties to establish a comprehensive stabilization plan and buffer zone around Gaza.

Already 1,400 people have been injured and 375 killed in Gaza and 5 in Israel by Israeli air-strikes and Hamas rockets, and emergency services in Gaza are overwhelmed by the continuing violence.  Children are especially vulnerable to the psychological terror of repeated air-strikes and rocket attacks.  A recent Queen's University study has identified the children of Gaza - which comprise almost half the population of the territory - as heavily impacted psychologically by war trauma.

Green Party of Canada leader Elizabeth May commented, "It is time for political leaders in the region and from influential nations outside the region, to seriously collaborate in ending a tragedy that is a lose/lose proposition for everyone regardless of any perceived short-term gains."

Stage One of a Gaza Area Stabilization Plan would include:

1. An immediate end to all hostilities and the establishment of a sustainable cease-fire arrangement.
2. The deployment of U.N. Peace-Making forces within a Neutral Buffer Zone who assume the responsibility for ending missile attacks on Israel using a combination of political, policing and technical means and methods.
3. The establishment of a Green Economic Development Area and Agricultural/Water Research Institute at the Egyptian/Gaza border which would be developed in collaboration with the Egyptian government - the initial stage would be on the Egyptian side - and with long-term financial and technical support from the international community.
4. Increased support for primary and secondary education infrastructure and resources as well as significantly enhanced medical and psychological treatment capacity.
5. Re-opening border crossing points under U.N. oversight to allow continuous access of humanitarian supplies into Gaza.

Green Party of Canada International Affairs Critic Eric Walton  added "because of the intense and  chronic nature of the Israeli/Palestinian conflict  it is likely that a sustainable peace process will require a  multi-track approach that simultaneously addresses state security,  economic development, environmental protection and human security concerns."

OTTAWA - Une des nombreuses différences entre le président élu des États‑Unis tant admiré par toute la planète et notre propre premier ministre qui bat de l'aile est l'insistance de Barack Obama pour nommer des scientifiques de renom à des postes clé où ils seront en mesure d'influencer les décisions stratégiques. "M. Obama fait preuve d'un grand respect envers la science, contrairement au mépris maintes fois affiché par M. Harper ", a déclaré la chef du Parti Vert Elizabeth May.  "M. Obama valorise la science alors que M. Harper continue de la saborder."

Le président élu Barack Obama a récemment sélectionné quatre scientifiques éminents comme proches conseillers, et serait déterminé à restaurer la place des États‑Unis comme chef de file dans le domaine des sciences et de la technologie. Entre temps, le gouvernement de Stephen Harper a interdit à d'éminents scientifiques canadiens de prendre part à une série de réunions internationales sur les changements climatiques, démontrant une fois de plus son mépris à l'égard de la science en censurant la voix de la science canadienne. Au cours de son dernier mandat, M. Harper a éliminé le poste de conseiller national des sciences auprès du gouvernement du Canada et il n'a pas cru bon de souligner que des scientifiques canadiens du Groupe d'experts intergouvernemental sur l'évolution du climat (GIEC) avaient remporté le prix Nobel avec Al Gore.

John P. Holdren, physicien et professeur en sciences de l'environnement à l'Université Harvard et spécialiste de renommée internationale en matière d'énergie et de climat, dirigera le Bureau de la science et de la technologie de la Maison-Blanche. Jane Lubchenco, spécialiste en biologie marine, prendra la tête de la National Oceanic and Atmospheric Administration, qui supervise les études océaniques et atmosphériques et dirige l'essentiel de la recherche du gouvernement sur le réchauffement climatique. Steven Chu, prix Nobel de physique, dirigera le Secrétariat de l'énergie. Les trois scientifiques de renom préconisent la mise en œuvre de plafonds obligatoires sur les émissions de gaz à effet de serre.

OTTAWA-- One of many contrasts between the US's admired President-elect and our floundering Prime Minister is Obama's emphasis on esteemed scientists being appointed to positions where they may make a real difference in policy decisions. "Obama is showing real respect for science, in contrast to Harper's history of contempt," said Green Party Leader Elizabeth May. "Obama is raising up science as Harper chases it out the door!"

President-elect Obama recently selected four top scientists as close advisers, and is reputedly determined to restore the United States as a world leader in science and technology. Meanwhile, Stephen Harper's government has prevented Canada's top scientists from participating in important international climate meetings, showing his lack of respect by muzzling the voice of science in Canada. Harper has also eliminated the position of national science advisor, and he failed to honour the IPCC Canadian scientists who shared in the Nobel Prize with Al Gore.

John P. Holdren, a physicist and environmental policy professor at Harvard who is an international expert on energy and climate, will serve as Director of the White House Office of Science and Technology. Jane Lubchenco, an advocate for efforts to protect the world's remaining fish stocks, will lead the National Oceanic and Atmospheric Administration, which overseas ocean and atmospheric studies and performs much of the government's research on global warming. They will join Steven Chu, a Nobel Prize winning physicist, who will serve as Energy Secretary. All three eminent scientists advocate mandatory limits on greenhouse gas emissions.

"Obama has shown that he is interested in having his country improve the state of the planet, while Harper prefers to suppress scientists in order to serve his political agenda," said Green Party of Canada International Affairs Critic Eric Walton.

OTTAWA – C’est avec beaucoup de tristesse que le Parti Vert a appris le décès de Jim Fulton, un environnementaliste de longue date, décédé peu avant Noël après avoir lutté courageusement contre le cancer pendant trois ans.

“ Jim Fulton était unique en son genre. Il était un grand défenseur de l’environnement, doté d’un sens de l’humour quelque peu irrévérencieux et d’un rire irrépressible. Il a joué un rôle de premier plan dans le combat pour sauver le parc national de South Moresby, Gwaii Haanas ”, a déclaré la chef du Parti Vert Elizabeth May. “Jim Fulton nous manquera énormément.”

Fulton a été député de Skeena, en Colombie-Britannique, et porte-parole du NPD en matière d’environnement de 1980 jusqu’à sa retraite de la fonction publique en 1993. Il a ensuite été directeur exécutif de la Fondation David Suzuki, où il a mené un combat passionné pour améliorer la politique canadienne sur des enjeux d’une grande importance tels que les pêches et les changements climatiques.

OTTAWA--The Green Party of Canada is deeply saddened by the loss of Jim Fulton, a long time environmentalist who died just before Christmas after a three year battle with cancer. 
 
“Jim Fulton was one of a kind. He was a passionate environmentalist, with an irreverent sense of humour and an irrepressible glee. He played a major role in saving South Moresby as Gwaii Haanas National Park,” said Green Party Leader Elizabeth May.  “Jim Fulton will be sorely missed.”

Fulton was MP for Skeena, BC, and NDP environmental critic in Parliament from 1980 until he left office in 1993.  He then served as Executive Director of the David Suzuki Foundation where he passionately fought to improve Canadian policy on major issues such as fisheries and climate change.

NANAIMO (BC) – Le Parti Vert du Canada exhortait aujourd’hui le ministre de la Citoyenneté et de l’Immigration Jason Kenney à mettre fin au procédé d’expulsion entrepris contre l’opposant étatsunien à la guerre en Iraq Cliff Cornell, dont l’audience d’expulsion a été devancée au 19 décembre, et à mettre en œuvre la motion adoptée par le Parlement canadien le 3 juin autorisant les opposants étatsuniens à la guerre en Iraq à demander le statut de résident permanent.

Lors du débat des chefs en anglais, le premier ministre Stephen Harper a effectivement reconnu que la guerre en Iraq était "une grave erreur ”, ajoutant qu’il ne faisait aucun doute que "l’évaluation de la présence d’armes de destruction massive s’est avérée sans fondement. C’est un fait indéniable et c’est pourquoi nous n’envoyons personne en Iraq.”

"Le Parti Vert du Canada souhaite que la Canada adopte le Guide des Nations Unies sur la détermination du statut de réfugié, qui stipule clairement qu’un soldat qui refuse de prendre part à une guerre condamnée par la communauté internationale doit être considéré comme un réfugié ”, a déclaré la chef du Parti Vert Elizabeth May.

"Je trouve tout à fait scandaleux que ce gouvernement ait non seulement fixé l’audience d'expulsion de M. Cornell à la veille de Noël, mais qu’il soit intervenu pour devancer l’audience afin qu’elle ait lieu cette semaine ”, a déploré Ben Hoffman, porte-parole du Parti Vert en matière de paix et de sécurité. " Cela démontre encore une fois la vraie nature de ce gouvernement. ”

"Le droit international des réfugiés et la compassion commandent au Canada d’offrir le statut de réfugié aux hommes et aux femmes qui se sont enrôlés dans une armée sur la base d’un contrat frauduleux. Cliff Cornell devrait avoir le droit de célébrer Noël au Canada en sachant une fois pour toute qu’il est le bienvenu et qu’il peut rester ”, a ajouté Mme May.

NANAIMO--The Green Party of Canada is urging Jason Kenney, Minister of Citizenship & Immigration to stop the deportation proceedings against US Iraq war resister, Cliff Cornell, whose proceedings have been moved to December 19th, and to implement the motion adopted by Canada’s Parliament on June 3rd to allow all U.S. Iraq war resisters the right to apply for permanent resident status.

During the English Leaders’ Debates Prime Minister Stephen Harper actually acknowledged that the Iraq war "was absolutely an error.”  He went on to say “It's obviously clear the evaluation of weapons of mass destruction proved not to be correct. That's absolutely true and that's why we're not sending anybody to Iraq."

“The Green Party demands that Canada adopts the United Nations Handbook on Refugees which clearly states that soldiers who refuse to take part in wars condemned by the international community must be considered refugees,” said Green Party Leader Elizabeth May.

"I find it despicable that this government had not only set Cliff’s deportation hearings for Christmas eve, but has now moved to expedite the process to this week,” decried Ben Hoffman, Peace and Security Shadow Cabinet member, “It just shows the true nature of this government.”

"Both international refugee law and compassion dictate that Canada offer refuge to those who enlisted in an army based on a fraudulent contract. Cliff Cornell should be allowed to celebrate Christmas in Canada secure in the knowledge he is welcome to stay,” said Ms. May

ST. JOHN’S – Le Parti Vert du Canada a accueilli favorablement la décision du premier ministre de Terre-Neuve-et-Labrador Danny Williams de procéder à la saisie des actifs hydroélectriques d’AbitibiBowater et de lui retirer ses droits à l’égard de l’exploitations des ressources dans la province. “Nous sommes heureux de savoir qu’au moins un de nos élus a décidé de faire preuve de leadership et qu’il gère les ressources naturelles de sa province en se souciant de l’avenir de ses concitoyennes et de ses concitoyens”, a déclaré la chef du Parti Vert Elizabeth May.

“Avec le rachat de l’usine de Grand Falls, Abitibi a hérité d’un contrat daté de 1905, à l’époque de la Anglo-Newfoundland Development Company, assorti d’un concession de 99 ans sur les 5 180 kilomètres de forêts ainsi que de droits sur les ressources minières et d’énergie hydraulique de la région”, a souligné Ted Warren, candidat du Parti Vert dans St. John’s Sud—Mount Pearl à l’élection de 2008. La société forestière a payé des droits de 2 $ par année le mile carré et de 50 cents les mille pieds-planche produits. “Ça semble plutôt scandaleux qu’une société forestière puisse vendre les minéraux, l’eau et la terre forestière pour lesquelles elle n’a en fait jamais rien payé. Il est beaucoup plus logique de reprendre ces droits lorsqu’une usine ferme ses portes”, a ajouté Mme May.

“Les ressources naturelles ont toujours été la propriété des gens”, a ajouté Mme May. “Nous avons enfin un politicien qui agit dans l’intérêt supérieur de ses concitoyennes et de ses concitoyens.”

ST. JOHN'S-- Danny Williams’s decision to take back the hydro assets and resource rights that had been leased to forestry giant AbitibiBowater is receiving positive reactions within the Green Party of Canada.  “It is nice to see one of our political leaders actually acting like a leader and managing their province’s resources with their citizens' future in mind,” said Green Party Leader Elizabeth May.

“With the purchase of the Grand Falls mill, Abitibi inherited a contract, dating back to 1905, from the Anglo-Newfoundland Development Committee, giving them a 99 year lease for 5,180 square kilometres of forest, as well as mineral and water rights,” said Ted Warren, Green Party Candidate for St. John’s South - Mount Pearl in the 2008 election. The forest company paid rent of $2 year per square mile and 50 cents for every thousand board feet produced.  “It seems pretty outrageous to imagine the forest company being able to sell the mineral, water and forest land for which they paid nothing. It makes so much sense to take those rights back when a mill closes,” said Elizabeth May.

“It has always been the case that resources belong to the people,” said Ms. May. “Finally we have a politician who is acting in the people’s best interests.”

OTTAWA – Selon une étude de Harvard, le prix élevé de l’essence expliquerait peut-être le nombre moindre de décès liés aux accidents de la route cette année. En effet, en raison des coûts de l’essence si élevés, les gens conduisent moins et plus lentement.

Selon la chef du Parti Vert, Elizabeth May, “des limites de vitesse obligatoires moindres, accompagnées d’une stricte application de la loi, permettraient de sauver encore plus de vies. Et, par le fait même, cela nous aiderait à réduire nos émissions de gaz à effet de serre, sans oublier la baisse des coûts pour les soins de santé.”

En réduisant sa vitesse de conduite à seulement 10 kilomètres de moins que d’habitude, on consomme environ 10 % moins d’essence. En cas d’accident, le risque de décès est de 50 % plus élevé lorsque la vitesse excède 96 km/h.

“Les gens ne pensent généralement qu’à se rendre quelque part rapidement, mais en réalité, le risque qu’ils subissent un accident grave augmente considérablement même si leur vitesse n’est qu’un peu plus élevée que d’habitude ”, souligne Blake Poland, porte-parole du Parti Vert en matière de promotion de la santé. “Une baisse des limites de vitesse accompagnée d’une stricte application de la loi permettrait de sauver des vies, d’économiser de l’argent et de réduire nos émissions. En tout et pour tout, il s’agit d’une bonne idée.”

“Évidemment, le transport en commun, la marche et le vélo demeurent les façons les plus sûres et les plus écologiques de se déplacer”, ajoute Mike Nagy, porte-parole du Parti Vert en matière d’environnement. “Ces moyens de transport doivent également être encouragés et soutenus beaucoup plus qu’ils ne le sont actuellement. Cela permettrait non seulement aux gens d’économiser leur argent, mais aiderait également notre économie.”

Une étude de Transports Canada publiée en 2002 a démontré que la congestion coûtait de 2,3 à 3,7 milliards de dollars par année, dont 90 % sont attribuables aux pertes de temps, 7 % à la consommation de carburant et 3 % aux émissions de gaz à effet de serre.

OTTAWA-- A Harvard study has pointed to high gas prices as a possible reason for fewer automobile-related deaths this year.  With gas prices so high, people are driving less and also driving slower.

“If we had mandatory lower speed limits, along with strong enforcement, we could save even more lives.  This would also help us lower our greenhouse gas emissions at the same time, not to mention health care costs,” said Green Party Leader Elizabeth May.

Driving only ten kilometers slower than you usually do will improve your fuel economy by about 10%.  In the event of a crash, the risk of a fatality is more than 50 percent more likely when speeds exceed 96 km/h.

“People usually only think about getting somewhere quickly, but in fact, their risk of a serious crash increases significantly with only a small increase in speed,” said Blake Poland, Green Party Critic on Health Promotion.  “With lower and enforced speed limits, we would save lives, save money and reduce emissions; it’s a good idea all around.”

“Of course, transit, walking or cycling is still the greenest and safest way to travel,” said Mike Nagy, Green Party Environment Critic, “These forms of transportation also need to be encouraged and supported much more than they are now.  This would not only save individuals money but would also help our economy.”

A 2002 Transport Canada study showed that traffic congestion costs between $2.3 billion and $3.7 billion per year, 90% of which is due to time lost, 7% due to fuel consumption, and 3% due to greenhouse gas emissions.

OTTAWA – Selon une étude nationale publiée aujourd’hui intitulée How We Fish Matters, réalisée par le Ecology Action Centre, la Living Oceans Society et le Marine Conservation Biology Institutes, le chalutage par le fond, aussi appelé pêche à la drague, est la façon de pêcher la plus destructive actuellement utilisée. Le chalutage par le fond consiste à traîner sur le fond océanique un filet de la taille d’un terrain de soccer, maintenu en position ouverte par de lourdes portes métalliques et attrapant tout sur son passage, dont de précieux récifs coralliens, détruisant ainsi une partie considérable du fond océanique. Presque la moitié des espèces piégées dans ce filet sont non visées, y compris des crabes, des calmars, des requins, des éponges et des coraux. Par conséquent, ces espèces sont rejetées à la mer, mortes ou agonisantes.

“ Le Parti Vert a demandé l’interdiction du chalutage par le fond à plusieurs reprises. Le Canada doit prendre des initiatives pour bannir complètement les méthodes de pêche dommageables ”, dit Adrianne Carr, leader adjointe du Parti Vert. “Les lois actuelles ne sont pas suffisantes pour protéger l’habitat marin de la méthode dévastatrice qu’est le chalutage par le fond, un problème qui empire en raison des autres menaces pour le milieu marin, dont la bioaccumulation de produits chimiques toxiques déversés dans la mer par différentes pratiques agricoles, ainsi que le déversement causé par l’exploration des ressources pétrolières et gazières. Jusqu’à maintenant, le gouvernement conservateur actuel refuse de soutenir les efforts internationaux visant à bannir le chalutage par le fond, ce que même le président américain George W. Bush appuie. “Il s’agit pratiquement de la seule chose avec laquelle le gouvernement Harper n’est pas en accord avec le gouvernement Bush, et notre position est la pire des deux! ”, exprime Elizabeth May, chef du Parti Vert du Canada. “Encore une fois, nous sommes dans l’embarras sur le plan international.”

Le Parti Vert a demandé au Canada de renouveler son engagement par rapport à la gestion des pêches en dirigeant des efforts pour bannir complètement les méthodes de pêche dommageables. Les États-Unis ont banni le chalutage par le fond sur plus de 150 000 mètres carrés sur la côte ouest. Cette méthode a également été interdite dans la mer Méditerranée aux endroits où sa profondeur est de plus de 3 200 pieds. En 2006, les Nations Unies ont demandé dans un rapport un moratoire international sur le chalutage par le fond dans le but de protéger les espèces des grands fonds, mais la résolution n’a pu obtenir de consensus, malgré l’appui des États-Unis et de l’Australie.

OTTAWA-- A national study released today entitled How We Fish Matters, conducted by the Ecology Action Centre, Living Oceans Society and the Marine Conservation Biology Institute, concludes that bottom trawling, also known as dragging, is the most destructive method of fishing currently being used.

Bottom trawling involves dragging a net the size of a soccer field, held open by heavy metal doors, along the sea floor, catching everything in its path, including valuable coral reefs, and creating a swath of destroyed ocean floor in the process.  Almost half of what a bottom trawler catches are non-target species, which are thrown overboard dead or dying, including crab, squid, shark, sponge and coral.

“The Green Party has repeatedly called for a ban on bottom dragging.  We need leadership from Canada for a global ban on harmful fishing practices,” said Deputy Green Party Leader Adrianne Carr. “Our current laws are not adequate to protect marine habitat from the devastating practice of bottom-trawling, a problem made worse with the other threats to our marine environment, including bioaccumulation of toxic chemicals that flow into the sea from various land practices and spillage from oil and gas exploration. Climate change is yet another threat to our fisheries that we are not taking any action on.”

The current Conservative government has so far refused to support international efforts to ban bottom trawling, an effort that even US President George W. Bush has backed.  “This is practically the only thing that the Harper government has not fallen in line with the Bush government, and we are taking a worse position!” said Elizabeth May, Leader of the Green Party of Canada. “Once again, we are embarrassed on the world stage.”

The Green Party has called for Canada to lead efforts for a global ban on harmful fishing practices as part of a renewed commitment to fisheries management. The US has banned bottom trawling over 150,000 square miles off the west coast.  Bottom trawling has also been banned in the Mediterranean at depths greater than 3,200 feet.  In 2006, a United Nations report called for an international moratorium on bottom-trawling in order to protect deep sea species, but the resolution failed to get consensus, despite backing from the US and Australia.

POZNAN – Le Canada continue d’être ce “grand pays invisible” lorsqu’il est question de négociations importantes sur les changements climatiques. Le retrait d’un scientifique canadien, président du comité chargé d’organiser la prochaine Conférence mondiale sur le climat – un événement majeur prévu en août 2009 – constitue un nouveau recul pour le Canada. Don MacIver, employé auprès du Service météorologique du Canada d’Environnement Canada, devait en principe s’adresser aux participants d’un grand événement parallèle aux négociations climatiques de Poznan cette semaine.  Bien que son déplacement ait été commandité par  l’Organisation météorologique mondiale, M. MacIver a vu son autorisation de voyager révoquée à la dernière minute par Environnement Canada.

 “Ici, à Poznan, les délégués sont mystifiés quand aux motifs ayant poussé le gouvernement du Canada à annuler le déplacement de M. MacIver. Son intervention lors d’un événement-clé était très attendue, et sa "défection", combinée à notre position rétrograde dans les négociations, ne fait qu’ajouter au sentiment général des délégués à Poznan qui se demandent si le Canada est toujours intéressé par la lutte mondiale contre les changements climatiques ”, a déclaré la chef du Parti Vert du Canada Elizabeth May.

Après que le gouvernement du Canada lui ait interdit de s’adresser aux délégués, ou même de participer à la Conférence de Poznan, M. MacIver a démissionné de son poste de président du comité préparatoire de la Conférence mondiale sur le climat.

“Le Canada se traîne les pieds au maximum, et ce, en dépit de l’urgence d’agir dans l’immédiat pour atténuer la crise climatique. Aujourd’hui, le gouvernement du Canada ne permet même pas à un de ses employés de jouer un rôle de premier plan dans l’organisation d’un grand événement international sur le climat. Pourquoi le gouvernement veut-il empêcher à tout prix ce qui devrait être une source de fierté pour le pays? ”, a demandé Mme May.

Mme May participe à la 14e Conférence des Parties de la Convention-cadre des Nations Unies sur les changements climatiques à Poznan, en Pologne.

POZNAN-- Canada continues to be the ‘incredible disappearing country' when it comes to important climate negotiations. The latest retreat comes with the withdrawal of a Canadian scientist as Chair of an important working group to organize the next World Climate Congress, a major event planned for August 2009. Don MacIver, with the Meteorological Service of Canada at Environment Canada, was slated to speak at a major side event during the Poland climate negotiations this week. Although his travel was sponsored by the World Meteorological Organization, Dr. MacIver had his permission to travel revoked, literally at the last minute, by Environment Canada.

"Here in Poznan, delegates are baffled that the Canadian government would cancel Dr. MacIver's travel. He was an advertised speaker at a key event and his 'no-show' -- combined with our regressive stance at these negotiations -- has delegates wondering if Canada is still interested in global climate action," said Elizabeth May, Leader of the Green Party of Canada.

Not allowed to speak or participate in the Poland conference, Dr. MacIver has now resigned his position as organizing chair for the World Climate Congress.

"Canada is dragging its feet to the greatest extent possible despite the urgent need to act now on the climate crisis. Now we are not even allowing a Canadian government employee to play a major role in an international climate event, something we should be proud to do, not something we should be preventing," said Ms. May.

Ms. May is attending the 14th annual Conference of the Parties to the United Nations Framework Convention on Climate Change in Poznan, Poland.

POZNAN – Les nouvelles provenant des négociations sur les changements climatiques dans le cadre de la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC) sont mauvaises. Les négociations qui se déroulent actuellement à Poznan, en Pologne, visent à obtenir de nouveaux engagements pour la deuxième phase du Protocole de Kyoto. Toutes les parties doivent parvenir à une entente avant la conférence finale prévue l’an prochain à Copenhague, au Danemark.

Le Canada a déjà joui d’une excellente réputation parmi les participants à cette Convention. En effet, lorsque le Canada a été l’hôte de la Convention en 2005, les médias du monde entier l’avaient porté aux nues pour son rôle de chef de file, dont un éditorial élogieux du New York Times. En revanche, à la Convention de Poznan, la position du Canada est déplorée par plus d’un. Le journal environnemental de la Convention, ECO, a parlé du Canada en termes très négatifs, faisant valoir qu’avec le départ du président Bush, "le Canada se retrouvait isolé en queue de peloton."

Aujourd’hui, l'indice Climate Change Performance Index (CCPI), développé par l'ONG allemande Germanwatch, a publié son classement annuel des performances climatiques des 57 pays les plus pollueurs de la planète. Encore une fois, la Suède conserve sa place de leader, alors que le Canada se classe au 56e rang, soit derrière les États Unis. Seule l’Arabie Saoudite se classe derrière le Canada au rang des pays qui font le moins d'efforts pour la protection de l'environnement.

"Ici, à Poznan, la position canadienne consiste à plaider pour l’obtention de d’exemptions en raison de son climat et de sa géographie. Entre temps, la Suède est un véritable chef de file en matière de politique climatique. En fait, l’attitude rétrograde et subversive du Canada sur cette question nous laissera loin derrière le reste du monde en terme de technologie, nous faisant rater de belles occasions de nous extirper de la crise économique mondiale en choisissant d’investir massivement dans les technologies d’énergie renouvelable et l’amélioration de notre rendement énergétique", a dit la chef du Parti Vert du Canada Elizabeth May.

L’arrivée du ministre canadien de l’Environnement, Jim Prentice, est prévue pour demain.

 " Les Canadiennes et les Canadiens doivent faire savoir au ministre de l’Environnement que nous voulons des mesures concrètes pour lutter contre les changements climatiques. Perdre la confiance de la Chambre est une chose, mais perdre la confiance de toute la planète  en est une autre ", a déploré Adriane Carr, leader adjointe du Parti Vert.

POZNAN-- The news from the climate negotiations within the United Nations Framework Convention on Climate Change and Kyoto Protocol is not good.  The negotiations taking place in Poznan, Poland, are working toward commitments to be placed in the successor agreement to Kyoto. It must be fully agreed upon by the deadline conference, next year in Copenhagen.

Canada once had a good reputation at these meetings.  When Canada hosted in Montreal in 2005, Canada was credited with leadership by the world press, including in a New York Times editorial.  At this conference, Canada's position is lamented.  The international environmental newspaper of the conference, ECO, referred to Canada, noting that with the loss of US President Bush, "it's lonely at the bottom."

Today the respected Index of Climate Performance, assembled by German Watch, was released.  In a review of the performance of 57 industrialized countries, Sweden received the top marks.  Canada ranked 56.  Canada fell behind the US.  Only Saudi Arabia received a lower ranking than Canada.

"Here in Poznan, the Canadian position has been to plead for special considerations based on our cold climate and geography.  Meanwhile, Sweden placed top for climate policy.  Put simply, Canada's backward and destructive approach to this issue will leave us behind the rest of the world technologically, while missing the massive opportunities to get out of the economic crisis by choosing to make significant investments in renewable technologies and energy efficiency," said Elizabeth May, Leader of the Green Party of Canada.

 Environment Minister Jim Prentice will arrive tomorrow.

 "Canadians should let the Environment Minister know that we want climate action. It's one thing to lose the confidence of the House.  It is another to lose the confidence of the planet," said Adriane Carr, Deputy Leader of the Green Party of Canada.

OTTAWA – Le Parti Vert du Canada a exprimé son indignation face aux commentaires anti-québécois émis par Stephen Harper pendant son discours à la nation de cinq minutes hier soir. La chef du Parti Vert Elizabeth May estime que « le discours incendiaire et dangereusement partisan de M. Harper constitue une menace pour la stabilité nationale. Que le Bloc ait convenu d’appuyer la coalition et de ne pas voter contre une motion de censure est simplement la façon dont fonctionne notre démocratie.

« Le Parti Vert souhaite exprimer son plus grand respect envers toutes les Québécoises et tous les Québécois, qu’ils soient souverainistes, fédéralistes ou séparatistes. Le discours d’hier était une manœuvre pathétique illustrant bien avec quelle force du désespoir M. Harper tente de s’accrocher au pouvoir. Nous devrions plutôt concentrer nos efforts en vue d’aider le pays à s’extirper de la crise économique qui fait rage », a dit Mme May.

La diversité au sein de notre Parlement et la volonté des partis à coopérer devrait être renforcée. Au lieu de cela, M. Harper diabolise la coopération et les aspirations du Québec.

« M. Harper change constamment les règles du jeu. Il avait raison de vouloir former une alliance avec MM. Layton et Duceppe lorsque le gouvernement libéral minoritaire de Paul Martin était sur le point de tomber. Il a eu raison aussi d’accepter l’appui du Bloc pour les motions de confiance du gouvernement conservateur. En revanche, les autres partis ont tort de vouloir faire la même chose.

« Le Parti Vert du Canada reconnaît que l’autonomie est un droit de la personne. Par conséquent, nous reconnaissons la légitimité du mouvement politique séparatiste et, à ce titre, il doit être respecté, pas dénigré. Le Parti Vert du Canada est un parti populaire local ouvert sur le monde. Nos droits et nos responsabilités sont axés sur le renforcement des capacités locales. Ainsi, les Verts fédéraux respectent le droit des Québécoises et des Québécois à prendre leur avenir en main.

OTTAWA– La chef du Parti Vert du Canada Elizabeth May se rendra aujourd’hui à Poznan, en Pologne, pour prendre part à la ronde de négociations sur la Convention-cadre des Nations Unies sur les changements climatiques et le Protocole de Kyoto. Le Canada a déjà démontré qu’il ferait obstacle au progrès en demandant des exemptions spéciales pour les sables bitumineux de l’Athabasca.

Hier seulement, soit au commencement des négociations des Nations Unies sur les changements climatiques, la communauté internationale avait déjà décerné quatre “Fossiles du jour " au Canada. “J’ai tellement honte de voir que notre gouvernement place les intérêts des grandes pétrolières et de l’industrie nucléaire avant la santé de notre planète ", a dit Mme May. “J’espère seulement que les autres nations sauront convaincre nos délégués de ne pas faire obstacle au progrès collectif. "

Mme May sera en Pologne jusqu’au 14 décembre pour une série de rencontres de la Conférence des Parties de la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC) et pour poursuivre les négociations internationales entourant le Protocole de Kyoto. Elle souhaite travailler de façon constructive avec les porte-parole des partis d’opposition en matière d’environnement. L’arrivée du ministre canadien de l’Environnement Jim Prentice est prévue pour la fin de la semaine prochaine.

“ Le gouvernement Harper aura beau enfoncer sa tête dans les sables bitumineux et esquiver la vérité autant qu’il le voudra, la crise climatique est bel et bien réelle et le reste du monde a décidé d’y faire face. Nous devons prendre part à la solution et profiter dès aujourd’hui des possibilités d’investissement offertes par les secteurs de l’énergie renouvelable et de l’infrastructure durable ", a dit Mme May. “Oui, le Canada est un pays au climat nordique, mais nous sommes aussi un pays intelligent et imaginatif. Malheureusement, les négociateurs du gouvernement nous font paraître obstructionnistes et bornés. "
